The one you've mentioned appears to have a few different games, the 'manual save editor' is more advanced - this is like that cheat program you can get on PC which allows you to search for cheats via Hex. There also appears to be more cheats within the games on the Wizard one. So if you find someones save online which is further than you, you can resign it so it works on your account. The main differences I've spotted so far are that Save Wizard (the other one) allows you to have three PSN accounts linked at once and you can easily resign a save to your account. Just put your saves on a USB stick, put on PC and apply the cheats to your own saves.
